Bolivia: Rodrigo Paz and the implementation-risk shift
Updated 19 September 2026.
What changed
- IMF / Bill 723: the Senate approved the roughly USD 1.9bn financing by more than two-thirds. Promulgation, prior actions and IMF Board approval remain outstanding.
- State of exception: a 90-day extension was authorized by 100 votes to 58.
- Diesel: DS 5716 sets Bs 17.95/litre and supersedes DS 5676.
- Transport: national drivers declared an emergency and called a Monday assembly; no sustained nationwide blockade has yet materialized.
- FX: the official rate moved from Bs 10.01/USD on 18 September to Bs 11.00 for 19-21 September.
- Cerimedo: a multiparty Senate commission is active; the devices hearing moved to 13 October.
OAS
The official OAS report says the democratic mandate should be respected in full while also calling for dialogue, proportionality and protection of peaceful protest. On 11 September, the General Secretariat reiterated this institutional support and announced additional conflict-prevention engagement.
Assessment
The government’s parliamentary capacity is better documented than it was at the beginning of the month. The removal of the diesel subsidy, however, turns macroeconomic stabilization into an immediate social implementation test. The next material indicators are actual mobilization, the IMF Board decision, the FX/liquidity path and corroborated findings from the Cerimedo inquiries.
